Norwood’s municipal government operates under Massachusetts law and its own Town Charter (Chapter 197 of the Acts of 1914, as amended). The charter establishes the roles of the Board of Selectmen and General Manager. Norwood’s representative Town Meeting system is established by Chapter 541 of the Acts of 1947, as amended, while the Town bylaws set additional local rules, including procedures for Town Meeting. Together, these laws explain how the town makes decisions, manages services, and holds officials accountable.

What Town Meeting decides
Approximately 250 elected representatives from nine districts, plus five at-large officials, consider warrant articles and vote on municipal appropriations, bylaws, land transactions and other matters authorized by law. The elected Town Moderator presides. Residents may attend; registered voters can seek election as representatives, and the rules permit residents to speak when recognized by the Moderator.
Participation and contact
Town Moderator: moderator@norwoodma.gov. Check notices and the warrant before attending; annual sessions normally begin on the second Monday of May. Town Meeting sessions are typically broadcast by Norwood Community Media.

How to run for office or serve on a board
Elected or appointed? Norwood elects its Selectmen, Board of Health, Finance Commission, Planning Board, School Committee, library trustees and Town Meeting representatives, among other offices. Do not assume every board listed here is appointed. Each elected entry below gives the election route; for other boards, confirm the specific appointing authority and vacancy procedure with the Town Clerk or Selectmen's office before applying.
Running: Obtain official nomination papers from the Town Clerk, collect and submit the required certified voter signatures by the announced deadline, and comply with applicable campaign-finance reporting. Contact the Town Clerk for nomination papers and the next town election’s deadlines.
Appointments: Review the relevant board's official page for membership, vacancies and any application or qualifications. Contact the Selectmen’s office about appointments under its jurisdiction; some boards have other appointing authorities, so the appointing body must be confirmed individually. Attending a public meeting is another way to learn about service.

How Town Meeting works
Town Meeting is Norwood's representative legislative body. Elected Town Meeting Members vote on warrant articles, including appropriations, borrowing, zoning and other bylaws. A proposal does not become effective merely because it appears on the warrant; review the final vote and any required approvals.
How residents can follow a proposal
- Read the meeting warrant and identify the article number.
- Review the Finance Commission recommendation and supporting material, when available.
- Check the meeting record for amendments and the final vote.
- For zoning or charter changes, check whether additional state approval or review is required.

Understanding zoning relief
The ZBA hears applications for relief within its statutory and bylaw authority, which may include variances, special permits and appeals. Different applications have different legal standards and notice requirements.
Resident FAQs
Do I need a variance? First confirm the zoning requirements and whether the proposed use or construction requires relief. How do I know what was approved? Read the written decision and any conditions, not just the hearing agenda.
